rising 10m above sea level SW of Hugo Island, in the W approaches to French Passage, Wilhelm Archipelago, was charted by an RN Hydrographic Survey Unit from HMS Protector, 1966-67; named after Capt. Edmund Malcolm Stuart Phelps (b.1928), First Officer in John Biscoe, 1966-72 (Second Officer, 1964-66), who assisted with the hydrographic survey of the area, 1965-67; Senior Master, John Biscoe, from 1972 (BA, 1972, p.27; APC, 1974, p.5; BA chart 3572, 29.xi.1974).
